 Administrative Setup IRTC

           Initially, IRTC was being administered as the Research Wing of KSSP, through one of its sub-committees. But, in 1995, it was found appropriate to register IRTC as an independent autonomous society, with its own Governing Body and Executive Committee. Thus IRTC was registered as a society under the 12th Travancore-Cochin Literary, Scientific and Charitable Societies’ Registration Act, 1955, Kerala State with a Registration no.: 290 / 95. Its General Body consists of the Executive Committee members of KSSP in addition to twenty nominated members from among Peoples’ Science activists and scientists and academicians from educational institutions, research centres and governmental agencies. The general functioning of IRTC is governed by a twenty-member Executive Committee with the President of KSSP as its Chairperson. The Director is the Chief Executive Officer of IRTC and the Registrar is in immediate charge of the management of IRTC. The research activities of IRTC are guided by a Research Advisory Committee (RAC) consisting of a number of senior scientists and experts from different fields.

 


                According to the Memorandum of Association of the Society for Integrated Rural Technology Centre, The control, administration and management of the affairs of the Society are vested in a General Body and the membership is distributed in the following manner.
-> The Director and the Registrar of Integrated Rural Technology Centre from time to time.
-> The members of the Executive committee of Kerala Sastra Sahitya Parishath from time to time.
-> Not more than ten members from among People’s Science Activists nominated by the Executive       Committee of Kerala Sastra Sahitya Parishath from time to time.
-> Not more than ten members from among scientists and academicians from Educational Institutions,      research centres, governmental agencies and such other organizations nominated by the Executive      Committee of Kerala Sastra Sahitya Parishath from time to time
-> Chairperson of the General Body of integrated Rural Technology Centre is the President of Kerala      Sastra Sahitya Parishath.

Rights, Powers and duties of the General Body


1. All property movable, immovable or of any kind shall vest in the general body.
2. The business and affairs of the Society shall be carried out and managed by the General Body.
3. The General Body shall have all such powers and shall perform all such functions as are necessary or proper for the achievement or furtherance of the objectives of the society.
4. Without prejudice to the generality of the foregoing provisions, the General Body shall have the following powers and rights.
5. To acquire by gifts, purchase, exchange, lease or otherwise, land, buildings or other and immovable properties together with all rights pertaining thereto.
6. To prepare and execute detailed plans and programmes for the establishment and development of the Society and for carrying out its administration and management.
7. To receive grants-in-aid and accept other grant of money, gifts, donations in kind and cash, project assistance, securities, fees, negotiable instruments, loan from banks and other agencies and other forms of assistance from other sources, Central and State Governments and their agencies and enter into agreements or arrangements for receiving such assistance.

Executive Committee


1. There shall be an Executive Committee consisting of 20 members
2. The Executive Committee shall be responsible to General Body for the efficient running of affair for the society.
3. The Executive Committee shall execute all powers of the General Body subject to the ratification of the General Body.

Director


1. He/she shall be appointed by Executive Committee of the Society.
2. He/she shall be the Chief Executive Officer of the IRTC and in overall management of the affairs of the IRTC subject to the control and supervision of the Executive Committee and the General Body.
3. He/She shall have the power to take decisions regarding urgent and important matters subject to ratification by the Executive Committee.

Registrar


1. He shall be appointed by the Executive Committee.
2. He/She shall be immediate charge of the management of the affairs of the IRTC subject to the control and supervision of the Director, the Executive Committee and the General Body.
3. He/She may, with the prior approval in writing of the Director delegate powers and functions of the routine nature to any officer of employee of the Society.
4. He/She shall be the custodian and keeper of the records of the Society.
5. He/she shall keep an overall control over the funds of the Society and manage them properly within the policies laid down by the General Body.
6. He/she shall operate the Accounts of the Society in Banks and Treasuries and shall be the custodian of all receipts, vouchers and deeds.
7. He/she shall sign all deeds and documents according to the directions of the General Body, the Executive Committee and the Director.
8. In case of litigation, the person in whose name the Society shall sue and be sued shall be the Registrar.
9. The Registrar shall be responsible for the execution of all policies adopted at different meetings and shall attend to all statutory requirement imposed on the society.
